CRASH!

Hi and HELP

New to site so just after some friendly advice.
My PC is now refusing to boot and displaying the following message:
Windows root>\system32\hal.dll.
Not had time to contact a whizz to sort it out and worried have lost all on PC.
Anything I can do or is it in the hands of a genius?

It would be best to speak to a Local PC repair shop in all honesty, or if you are competent we can talk you though it.
